Personality:
Once a mild-mannered honor student and a reliable class president, Makoto lived a subdued life. She was a model student and a dutiful sister, making good grades and keeping her nose out of trouble. While she did (and still does) care deeply about her fellow students, she also felt obligated to do everything that was asked of her, even if the task seemed out of her reach. When the school principal requested her assistance with apprehending the Phantom Thieves, she reluctantly agreed to gather information for him. When some of the students came to her with their concerns about being exploited by a Shibuya drug gang, she tried to tackle that matter as well. When the Phantom Thieves voiced their complaint that she was doing nothing to help them apprehend the drug leader, she set herself up as bait just to locate the leader himself. She sought to be everything that others around her wanted her to be, but she never really examined what her own ambitions were. In a way, she felt that if she couldn't be what others needed, then she would lose her sense of worth and usefulness--which drove her to take larger and larger risks just to prove her worth.
But all of that changed when she joined the Phantom Thieves.
Depicted by the High Priestess arcana, Makoto is a character that realizes she has lost sight of her inner self, and that she relies too heavily on what others think of her and want from her. As she comes into her own and acquires her Persona, she realizes that in order to be her own person, she'll need to trust in her own sense of justice and forge her own path. As the main character's social interactions with Makoto progress, we watch her become more and more confident in her own self-worth. As her friend Eiko becomes entangled with a shady young man, Makoto finds the strength to voice her opinions and act on her own resolve. Even when Eiko gets angry with her, she holds fast to her sense of justice, putting her desire to help her friend before her friend's wishes. This is a huge step for Makoto, who at an earlier time would have backed down if Eiko had told her to. In the end, Makoto confesses to the main character that she wants to become a police commissioner, putting into words her resolve to steer her own life and not to let others decide who she should be.
That said, Makoto still remains in other ways the same person that she was before: Intelligent, analytical, and compassionate. She's one of the primary strategists for the group, providing them with much needed guidance when she finally joins the team. She also cares about her teammates dearly--and being older than most of them, she even goes as far as mothering them on ocassion. For instance, when the Phantom Thieves are set on rehabilitating Futaba back into social life, Makoto is one of the one that treats her with the most care and guidance.
Some other fun but random things to note about Makoto include: She loves crime thriller movies. She's easily spooked in scary situations (like being in a dark house during a thunderstorm). Her Phantom Thief outfit makes her uncomfortable--probably due to being very bondage themed.
Abilities:
Persona: Anat is the ultimate form of Makoto's Persona, which she achieves after completing her social interactions with the main character. She's primarily a Nuclear and Support-based persona. Support is based around healing and stat buffing; while Nuclear is an elemental damage type. It deals additional damage to enemies that are affected by the Shock, Burn, and Freeze attributes, and Persona that are strong with the Nuclear element are often weak to the Psychic element--and visa versa. Anat (and by association, Makoto) is no exception. Her entire list of skills can be found here, but I imagine she would only have the following eight skills when brought to Life After.
Confidant: As a teammate-confidant, Makoto has a range of abilities that are shared across party members. These include helping up a fallen ally, shaking them out of a status ailment like confusion or charm, protecting an ally from a fatal blow, enduring a fatal blow herself, and performing coordinated attacks with teammates. In addition to this, Makoto's unique abilities primarily focus around tactics. She's able to recall information about enemies that she's faced before without needing to rely on Futaba's analysis. She's also able to diplomatically assist in negotiations that allow the protag to win enemies over to their side as his Personas.

What’s more important: love or duty?
[She's silent for a long while at this question. What a question to start off with...] ...Does one have to be more important than the other? They're both important in their own right. A life without duty sounds purposeless--just living day to day without any direction; and a life without love sounds cold and robotic. I wouldn't want to live my life without either.
What do you think your friends like about you?
I'm... dependable? [She looks a little unsure about that answer, but after a few seconds she nods a little more confidently.] Yes, I think that would be the main one. Dependable... and organized, maybe? [She pauses and sighs, a little exasperated as she adds:] And I'm sure that some of them like that I'm not willing to let them fail their exams...
Do you prefer spending time with many people, a few friends, or by yourself?
A few friends would be ideal. Spending time alone is alright, but I would prefer the company. [A pause.] Just... not too much company. I'm not very good with large parties. Eight is a good number--if I had to pick one.
If you could change something about a person you love, would you do it? Why or why not?
[This one hits a little closer to home than Makoto would really like.] I would. There are some things that are difficult to change about ourselves, and we can't always control that. Places where we slip into bad thoughts or habits, and we don't know how to get out of those places again. I think it's okay then, to want to help someone change. Having the power to make that change isn't something that everyone has, but I don't think it's wrong to use it.
What’s your opinion on your circle of friends?
They can be a handful. [She smiles, despite giving a long-suffering sigh.] They're loud, reckless, excitable... but they're also the kindest, bravest, and most passionate people I know. I wouldn't trade them for anything in the world.
Do you see yourself as more logical or emotional?
Logical, perhaps...? Or maybe it's closer to equal parts of each now. [She seems to think a little longer on that before elaborating.] Being logical is still important to me, but being passionate is something I've only learned recently. It might take some time to balance them well, but I think it's possible to do so.
What kind of impression do you think you give to others?
I think others see me as a very straight-laced person. [She smiles at that, maybe a little wincingly.] For a long time, they wouldn't have been wrong, but I've been trying to... expand my horizons beyond just that. Be a more well-rounded person. I think quite a few people would be surprised to learn the things I've gotten into.

- Nerd Talk: Aids in talking down/negotiating with an enemy.
- Shadow Factorization: When selecting attacks, highlights if an enemy will absorb, reflect, or nullify the attack. Kinda like a split second tactical reminder that you shouldn't do what you're about to do.
